At the end of January PayPal restricted my account. Now after nearly two months the account is still restricted. I have emailed Damon, faxed the requested documents no less than 6 times to 3 different numbers and was told last week that an email and voice mail was being sent to some "high-level" executive in San Jose who was the person who was restricting my account.

I am sick and tired of being told that "we are an Internet company and do business via email". I have NEVER received any response to my inquiries via email, when I call, I am told that it is being handled in San Jose where there are no phones so I cannot call.

Damon, if you read this, please be advised that I am tried of this crap. Restricting someone's account is one thing but having that person get jerked around for 2 months and not being told anything, and I mean ANYTHING, is absolutely insane. There is a lawsuit in your organizations near future (and I know I'll probably have to wait in a long line with everyone else's attorney). But even if it costs me more than the money that you are illegally holding, it is about time that reality sets in for PayPal.

My spouse also had his inactive account restricted 2 months ago. I wrote right here about it after getting nowhere via PayPal directly. My husband opened his account a year or so ago, but he never used it at all whatsoever for any reason -- in fact we do not believe we ever finished setting it up as far as verifying our address which was required at the time. We continued to use my account, and we still do. But one day 2 months ago he tried to use his own account, but we could not remember the password and attempted several times. We finally requested a new one be mailed to us. The account became locked after that. In 2 weeks, we received a new password in the mail. But the very next day, we received a most disrespectful and even threatening e-mail from PayPal informing us that out account was locked for good and it alleged something about being able to report criminal activity to the authorities. You can imagine our surprise at PayPal's two consective and conflicting actions here. In the end, PayPal Damon readily and courteously offeed to look into it. The bottom line, unfortunately, was that nothing could be done because Damon could not find out exactly why the account was locked permanently or why we received a new password one day, yet a negative and threatening e-mail the next day. Damon tried to help but took it as far as he could in his position. I know PayPal needs to keep an eye out for criminal or questionable activity, and we all welcome that. But in our case and perhaps in many other cases -- PayPal needs to know what type of situation it is dealing with before nasty e-mails are sent alleging criminal behavior! What criminal activity could have taken place in the account which had zero transactions!!! Needless to say, I lost all confidence in PayPal after that. Now, we do not use PayPal at all. Imagine getting locked out of your account that you never ever used and then getting a threatening e-mail from PayPal that makes no sense (not to mention not knowing what the heck to do with the new password previously sent by PayPal -- does PayPal have two separate personalities!?) Any thoughts?

Hi Damon. Yes, you did give me an e-mail address and we e-mailed that PayPal Appeals department and they wrote back saying simply that the account could not be appealed! No reason offered. So the issue was not resolved. The account is still off limits with no reason given as to why (becuase there is no reason; it is a PayPal mistake). We just got tired of trying to remedy the situation and gave up at this point.

I have the same problem but my account have been restricted for 6 months. Still don't know what is happening to my account. With the help of Damon last month, finally I get a email from PayPal Fraud Prevention <[email protected]> today and just a short note ( Following an investigation, this account has been permanently closed due to
violations of our Terms of Use. This decision may not be appealed ).
No appeal!
I don't even know what is wrong with my account.
I am a good sellers in Ebay with 379 all positive feedback. I still make delivery to buyer even my account is frozen with buyer sending money into my account.
Maybe my account restricted was due to receiving of fraud credit card or even stolen credit card.
But my paypal account have enough money to cover those charge back. I have about $5,000 when my account was restricted and I have never make a withdraw before after I setup this account.
Damon, if you read this, please let me know what I should do.

keefchan: Yes, that was the same exact response we received from the appeals department staff. It is very frustrating to say the least. Since we never used the account for any transactions whatsoever, we can hardly imagine what type of "fraudulent" activity PayPal was alleging! That is why we know it is an error. Unfortunately, there is only one Damon to go around at PayPal. We need Damon in every position at PayPal in order to have issues addressed it seems.

I suggest you both call the Federal Trade Commission at 1-877-FTC-HELP and ask them what to do and file a complaint while you are at it.

PayPal isn't really regulated at the moment and so can actually take action without explanation or justification. It's shameful and ludicrious. Could you imagine that ever happening with your bank or credit card? It simply can't, because there are myriad regulations to protect you from such abuse.

Damon? Not wanting to break the thread here with a new question, but...something in one of keefchan's replies in this thread has me confused. If a paypal account is blocked to the owner of that account, then why isnt it also blocked to anyone sending funds to it?
In keefchan's last reply he said he was still sending items to people paying to his account even though he can not access the account to withdraw or make use of the funds there. Could you please give an explanation of how this can be?

Most users would like to accept payments in the event of a dispute (again, account restrictions are rare items). We are looking at building a tool for users that advise us that they would not like payments to come in while a dispute is being worked.

Never heard anyone say that would be their preference. That's based on..?

IMHO, if PayPal feels a user in the red with them, they would want funds to continue to come in and not go out.

I can understand the reasons for restricing ones account.

However, if a seller doesn't have access to their funds why would they want to continue taking payments? Are they still obligated to ship the item? If an account is restricted does that person still get email confirmations of payments? Does the person who's sending have any knowledge that their may be a delay or that the account has been restricted? Also are those funds returned to the sender at any point if the restricted account doesn't become active? If so what if the seller sent the item?

I apologize for asking these questions since they have been asked many times. I just find this all confusing.

Hi,

Many users had reported that they would like to accept payments in the event of a dispute. I recognize that some may not and tools are being developed to support this and it will be done at customer request.

The probability of having an account issue leading to restriction, despite all of the ruckus on the boards about them, is quite rare.

Dear PayPal,

Hi. How are you? Just wanted to let you know that in case you restrict my account,
please keep putting money into that frozen account!

Yes, I realize this makes absolutely no sense since I won't have access to my own
sales revenue but please this is what I want.

Would you please address my questions? I know this may appear to be "ruckus" to you. This is very import since we do use paypal. If you are unwilling to answer all of my questions whom do I contact at paypal that will have accurtate information?

I am now approaching the THREE MONTH anniversary of PayPal restricting my account and all I have received are promises from Damon and one customer service person that they would look into my situation. I have received absolutely no response from anyone and my money is still being held. No one has told me why, no one has told me how to find out more intormation and no one will let me talk to anyone or give me a phone number to call.

This constitutes fraud on your part and I will be contacting the California Attorney General's office today to add my name to the obviously long list of complaints files against your company.

Don't expect any help from paypal. I spent weeks going round 'n round with them asking for the same info I had already given them. No one is accountable and their customer nonservice stinks. That's why I unverified and I now use a different service.
Not my name on ebay.
