The 1.5% cashback via the debit card has my interest. I understand they would have to be point of sale purchases (purchases without PIN numbers, using the debit card as if it was a credit card) that's no problem. I also I'd have to be a PayPal Preferred customer.
Here's what I'm curious about, could I register my PayPal debit card with my personal account? Purchases via my personal account would be debiting my business/premier account, but I'd be getting 1.5% cash back where I wouldn't be getting that just using the balance in my business/premier account to make purchases.
I hope this makes sense. It know it seems a bit slippery but no harm in asking I've always been told.

I found out the answer myself. I tried to register my PayPal debit card with my personal account and got this message.
You cannot add a PayPal debit card as your credit card. Please register another card.
