Dear Paypaldemon ,
I have quite a few refunds to be made
to people who paid me via paypal
in the past ... I do not have tracking
numbers etc. and no active account with paypal at the moment ... due to security
concerns ...
My question is as follows ;
Can people do a charge back on their
credit cards for these transactions
and then I would somehow pay back to paypal?
What if people used their bank accounts ?!?
As you have been warning sellers about
chargebacks , I am scared of giving a refund
by other means and then finding out
that you would also do a chargeback on me
as this would force me to do the refunds
twice ....
If quite a few people complaint to paypal
about not receiving the goods ...
... will you give refunds and then arrange
the payback with the blamed seller in such
case ?!?
This matter is quite urgent as I would
like to get any complaints sorted out
asap. , so please help in any way you can ,

Is this a theoretical problem or a real problem? If it is a real problem then you should email [email protected] with your account's email before you closed it. That way it the transactions could be viewed. If it is a theoretical problem then nevermind.
I would recommend reviewing the details of the Seller Protection Program on the web site. Proof of shipping is just one component of being protected from charge backs (charge backs can take several months, at times, to come in). Charge backs are also consumer rights and someone could theoreticaly be issued a refund and still ask for a charge back, which is why we ask for the documentation to refute it/eliminate your liability for it.
I would like to question what the security concerns are?
