I have a question about the new fees going into place on April 16th.
Here is the post of the notification.
Notice Date: March 25, 2001
Effective Date: April 19, 2001
PayPal is simplifying its fee structure for payments received by Business and Premier accounts. A single variable rate of 2.2% will apply to payments over $15, in addition to a flat fee of 30¢ on all transactions. The $5 maximum fee will continue to apply to eCheck payments.

What are the fees for Business Accounts?
Our members receive all of our Premier features in exchange for a modest 2.2% + 30¢ on incoming payments.
Here is a summary of the fees for business accounts:
Amount of Incoming Payment
under $15 $15-500 over $500
For using Auto-Sweep 0.35% 0.35% 0.35%
Credit Card payments 30¢ 2.2% + 30¢ 2.2% + 30¢
Checking Account Payments 30¢ 1.6% + 30¢ $5.00
PayPal Balance Payments 30¢ 1.6% + 30¢ $5.00
The above fees will also apply to international payments made to Premier and Business accounts.
Can I generally sum up the announcement in saying that eCheck and non credit cards will now be charged 2.2% instead of 1.6%. Is there something I missed?
Correct. All payments will carry the same price. However, users that are PayPal preferred and that are enrolled in the Money Market/Debit card can earn 1.5% back on their purchases (not atm withdrawals).
This could be a way to effectively, more or less, reduce fees from 2.2% to .7%.

Will that cash back be given at the time of each purchase or a once-a-month receipt at the end of the month?
Also, do we have to pay fees on getting the money from our cash back? I would assume not - just like we don't pay on our Money Market Dividends - but just checking!

I have just reached to point where I now have to pay fees to paypal. Can anyone tell me where the fees are charged to? For example, are they charged to my balance in my paypal account or are they charged to my credit card? And is this a once a month charge like Ebay invoicing or by use? Thanks everyone! Oreo

Paypal fees are deducted from the incoming payment, much as the way Billpoint does prior to depositing the funds received into your account.
So, say for example I made a $10 Paypal payment to you. You would actually only received $9.70 into your account ($10 payment less $.30 fee). It is taken out of each incoming payment as it comes in.
