Can anyone suggest a way to work around shipping calculations?

My problem is I have no way of knowing how people will combine items on multiple purchases to know what the shipping would be. If I put in a set amount on each item in the store the total comes to an astronomical amount that is nowhere close to what shipping costs would be. If I enter a discount on multiple purchases I have no way of knowing what that discount should be to make it come out correctly. The items I sell are varied weights ranging from 1 pound to 10 lbs and with the many options of combined item purchases, how in the world can I figure out the correct amount to enter? UPS would be outrageous for under 3 lbs, over 3 lbs USPS would be outrageous. Ideally I would like to have them contact me for a shipping quote before completing their purchase.

If they use PayPal to pay, is there an option on checkout that allows them to enter in an amount for shipping?

Any information you could provide would really be appreciated.
