Is it true that google will reject some items submitted to google base because the title of the item is mostly caps?
If so is there a way to make a bulk change to our titles to modify the caps?
Yes, Google does have a rule about what they call 'Excessive capitalization' that they enforce in a lot of places they control (Google base, submitting items to Maps, you name it.)
Normal capitalization like acronyms/etc are generally allowed, it's just a problem when you write out your whole title in all caps that your likely to get your items rejected.
At this time there is no bulk change tool in place to address capitalization unfortunately.

if you use csv file, open it in excel. you need to copy the entire title column, paste to word (probably end up as a table). Word has the font function to capitalize each word or sentence case. very quick to change what you have. then copy the table back to excel/csv and save. upload the csv file.

Yes, You can do it in excel
