This may be never happened in the future.
I believe that if the checkout flow should change to Select Payment Option, then fill out the address (if needed).
If select PayPal, redirect to PayPal for payment. Then, the Post-Sale Acceleration send the shipping address back and move to the Shipping Address fields. So, the buyers won't need to type their shipping address again unless they want to ship it to the address other than PayPal. There will be new option in Preference for sellers (us) to allow shipping to unconfirmed address or not like PayPal setting.
If select Credit Card Directly, start filling up the billing address (and shipping if different). There are many new fields need to send to Verisign but currently have not.
If select Credit Card Offline, display the instruction.
If select Money Order, fill out the shipping and give customer the sellers address to remit payment.
