On the 9th I resubmitted most of my auctions with 2 relists. A few days ago I featured a few of them for the last 2 or 3 days of the auction. I was surprised to find out tonight that some of my auctions had auto-resubmited as 10 day featured auctions. I never feature an auction for 10 days. I also noticed that some of the auctions in my "Closed/Sold" that didn't resubmit still say they are FEATURED. I'm not likely to resubmit those...
This is a handy way to burn up some of those listing credits. This is either a serious glitch in Yahoo's system or an unethical, underhanded way of getting people to spend more money (auto-resubmitting auctions as featured at $1 per auction).

A glitch, I think. I've followed the same "brief featuring" strategy on a couple auctions and they've recycled into their final 10 day life without the "featured" label remaining attached. In the past, quite a while ago, I noted the *label* still showing on a relisted featured auction, but in no case was I actually billed for it, and they actually never reappeared into the featured area... just the label kept showing.
Have you checked your account history to see if you're being charged? (I just did, myself, to be sure.) Easy way is to go to any active listing, click on "feature this," then look for the clickable "Check Wallet Balance" or some such... it'll show you every debit and credit line by line.

You may be right about it being a glitch.
I just checked my account and Yes I was charged. In addition to that I found a couple of insertion fees for auctions that were supposed to be free relists from 1/9.
People may want to check their accounts. It looks like there's some bugs in the system.
