Had a turkey win two of my auctions. Has not responded within 7 days -- PLUS his email returns as "NO SUCH USER" from his ISP!
So, I go to the CLOSED AUCTION PAGE -- there is NOWHERE ON THERE to file the Yahoo NPB report! Am I missing something?

Maybe Yahoo doesn't want anyone to actually file a NPB!
Start emailing CS and keep emailing until someone answers!
Of course, I am still waiting on an answer to a question I have sent 3 times in the last 5 days, but still no answer.
It is agravating isn't it!
Since that link wasn't there and now it is, It looks like Yahoo wants you to wait at least 10 days before filing!

Absolutely correct! Those links don't show up until the proper amount of time has passed per Yahoo rules. Another 10 days (I think it is), after you fill out that form, there will be another link there to escalate the complaint if the bidder has not paid by then.

I guess this is better than the eBay system that keeps telling you "no, not yet ... come back in a few days".
By escalating the complaint if the bidder has not paid by then, do you mean another nasty email from Yahoooooo?
I "bought" an item on Yahoooooo, and for almost 2 weeks I tried to get a response from the seller. Finally, I gave up. Last week I get a warning from Yahoooooo about my feedback! It appears the seller negged me (first time).
The Yahooooo warning suggests that I work this out with the seller. If the seller wouldn't answer my emails when the auction closed (sent from 3 different email accounts over a period of 11 days), then what makes me believe the Yahooooo process will work now?
I'd explain the situation to Yahooooo, but from what I am reading here, their customer service really doesn't exist - I'd just be spinning my wheels.
So, their "warning" goes to the trash bin with the rest of the daily SPAM, and if they send me another one, it'll end up in the same place.

I KNEW had seen the link, so I checked my closed auctions. I found something interesting.
When I clicked on "manage this auction" for an auction that closed some days ago, I saw the link "File Complaint for Non Payment" right under the link for leaving feedback.
However, when I checked a couple of auctions which closed very recently, the link does not appear.
My guess is that the link only shows up after a certain number of days have elapsed after the auction closes.
I think this sentence is new
"Please Note: If you cancel the winner before completing the complaint process, you will not be able to submit, escalate or cancel complaints for that winner."
Apparently if you click 'remove winner' before starting or without going through the entire process the complaint link won't appear.

IT HAS BEEN 8 DAYS! and there IS NO LINK! THERE was a link there right when the auction closed -- no more! And I did NOT remove the winner! I DID read all the rules about the NEW NPB program before I came here.
I got a reply from Yahoo: LOL! They say to "leave feedback for my bidder & maybe he'll respond since his email is INVALID!!"
