I don't think so - we've looked into it pretty seriously, because most of our Yahoo bidders were coming in from Yahoo Japan anyway, and they don't have any listing fees right now...
But though we think you could probably put any text into the description box as HTML (there's lots of english in some of the listings!) we haven't been able to get past the hurdle of signing in. Support at Yahoo once told us the same "regular" ID would work (it doesn't) and another time told us a new ID would be needed (which we weren't able to fill in, even though we had translated the pages and knew what was to be filled out).
Maybe it's a keyboard or computer compatibility problem, I don't know...
