My experience in this may be unusual, but I had to bid on features on one of my items once to see my Billing summary in wallet. Until I bid, they did not acknowledge me and let me see my billing summary.

It worked! Anyone else having this problem try to get to the page by another way.
Like through your regular account options

To check your balance click OPTIONS, then BILLING SUMMARY. It shows the current month but you can page back for any months breakdown.
