Hi. Could someone tell me when you re-submit does the counter reset? If it doesn't is there a way to reset them? Also when an auction auto-relists does the counter reset? Thanks.

When you manually re-list, the auction counter resets but the watch list counter does not. Auto resubmits do not reset the counter. There is no way to manually re-set them.

I don't know what YOUR counters do, but MINE reset on auto-resubmits as well as manual resubmits.
The "Total Times Added to a Watchlist" reflects the CURRENT number of people who have it on their watchlist, so that number DOES roll over to the new auction, as long as it has not been removed from the watchlist. It can go up or down at any time, not just when the auction relists, as people add it to their watchlists, or remove it from their lists.
