Good morning Clubreef,
That's an extremely annoying and vague ebay return error. Give me the item inside your account you're attempting to launch and I'll look into what may be causing it.
The reason for this error is that you have specified international shipping rates, but you have not selected any international ship-to locations. In order to add an international ship-to location please first select the inventory item to edit. Then go to the "Site Specifics" tab and edit the "Shipping" section. Select an international option under "Ship-To Locations" and save the changes. Please let us know if you continue to have trouble with this.

Thank you, but I added Canada in site specifics and I am still getting the same result. I had tried a number of variations.
The problem here is that you need to enter a dollar amount for your international shipping markup (rather than a calculated markup). In order to do this first select the inventory item to edit. Then edit the "Payment & Shipping" tab. Edit the "Shipping" section. Then at the bottom under "Int'l Shipping Markup" enter a dollar amount for the markup (rather than the percentage that is currently there). Please let us if you continue to have trouble with this after making that change.
