Pay particular attention to the information regarding online auctions, individuals, home-based, and the culpability question regarding involved venue.
While reading, keep in mind that the FTC and many state level consumer protection agencies are in the same camp as the NCL and have already enacted certain necessary legislation.
It is not unusual for a submittal of an (individual's) articulated observations and investigation compilation to launch a boat that is at the dock.
See link " NCL Report to US DOJ Concerning Telemarketing and Internet Fraud"
I would send you to several Sections of the FTC Act that supports what I have said and indicates what may be coming down the pike, but the legalese can be confusing and misinterpreted by the layperson.

LOL Maui yes bug tar is quite similar to bugsh!t ... only difference is that bugshi!t is a temporary phase which comes and goes. Bug tar seems to stick forever, much like the smell of the horse manure in sgtmikes above speech ^^ ... loaded with futility and arrogance and once again attempting to say "Hey, you can't say that, I'm better than all of you. Remember?" lol Give it up sarge, that post was worthless and weak, although very very funny. Life's library LOLOL .. I've read many a book in life's library that contained a character much like yourself and it was never as riveting as the books who's characters were real and honest rather than choosing to hide behind an ill-fitting facade that they created themselves. Didn't your mother ever tell you that make believe is not real? I dare you to actually read your own pattern and attack yourself as you do others for the many many many many many oh-so-obvious failings. Yawwwwwwwwwwn.
