The only legitimate reason Paypal would need your SSN is if they are paying you interest and need to file a 1099 form at the end of the year. If you have an interest bearing money market account, that would be a legitimate reason. They are required by IRS rules to file a 1099 form for interest.

I was just asked a few moments ago for my ssn or fed tax id # on half.com
they said it was to protect their buyers from fraudulent sellers...
This make me feel real good...

I smell a audit in my future
