I just sent this email to a customer that has attempted to pay for a purchase through PaPal. Not quite word for word as I copied it to paste here before editing the email.
Hi ,
Sorry I did not get to read your message sooner. This is not entirely you fault so...
As I stated before we do not have a sellers account with PayPal. To have a sellers account they require banking information, Social Security Numbers and more. If you follow the link below I am certain you will understand why we do not want to have an account with PayPal.
The only transaction we have been involved in with PayPal was the purchase of auction management software last week. I gave them my name, email address, credit card number, and billing address for the credit card. The purchase was actually for the registration numbers for software as there is a downloadable file online that I am now using.
Apparently PayPal has taken it upon themselves to open an account for us. They are actually trying to blackmail us into opening a sellers or business account with them. It would be a simple matter for them to check and see that we have not claimed funds that you have sent them and cancel this transaction.

This is in response to email from PayPal to our customer stating that apparently we had opened an account to receive these funds.
This quote means you have an active account in the service. All transactions are account-based. If you signed up for an account because of your purchase, you have an active account capable of receiving money and it would appear in the sender's log as claimed (if payment was made to that email address).

So how do I go about canceling this "Account"? Is PayPal going to refund my customers funds? I can take a credit card to any bank and withdraw funds. They use the same information as PayPal and doing so does not open an account with said bank. I simply used a credit card to make a purchase I did not open a banking account with PayPal. As stated in my first post it appears as though PayPal is trying to blackmail us into using their service. If PayPal refuses to cancel this transaction then it appears that PayPal is stealing our customers money by refusing to do so.
You can log in on the account and request an account closure by going to help and then typing a note to cs (this is password protected).
As it relates to the funds in the account, you would need to send it back to the users. Or you can withdraw them via bank account or check withdrawal once you have confirmed either item.
The reason the money is in your account is that you opened an account that someone sent payment to. These transactions are now yours and can be refunded by you sending them back.

I regularly get emails from Paypal saying so and so has paid by Paypal, sign up here to receive your money. They even say so and so has paid cash.
Nowhere is there a mention of the fees they take off you or how they can legitimately debit someone's credit card without even having a registered customer to send it to.
An upfront way would be to say so and so wish's to pay you via their Paypal account, follow this link to see our fee structure etc and if you decide to join we will confirm payment so the goods may be sent.
A less manipulative approach would go a long way to restoring a bit of credability.
I regularly get emails saying HELP how do I get this money etc? My response, contact your customer and ignore Paypal.
