About a month ago I saw this widget on ebay but the auction ended at $200.00 with no bids .
I decided later that day to email this seller regarding the widget I asked him if he was still interested in selling the item at the closing price of $ 200.00, naturally he said sure, so I sent him a postal money order.
To make a long story short, I've yet to receive my item a month and 8 emails later. This seller has over 300 feedbacks with no negatives and his replies to my emails regarding this matter is:

ask him to send you the tracking number or the postal recept if he has it. You are probably out of luck, so make sure to post negitive feedback to try to prevent others from being stung

I have found a real trick that prevents someone from the above problem from happening. Simply inform the person that you are going to be in their area soon and that you will come in person to discuss the matter. For greater effect, inform them that you will be in their area for 5-6 months.
In fact, if you feel a little shaky about a deal, tell them over the phone or email you are going to be on "jobsite" about 10 or 15 miles from their home for 6 to 9 months in a short while BEFORE YOU PAY or with your payment.
Tell them please send the item, but I just might stop by and say hi in person. I just love to discuss XXXXX(any hobby relating to the item purchased.
I have never had a deal go bad yet when I did that. It may not work everytime for everyone, but it has for me. However, make sure you do not make it sound like a threat, but a good thing!

Even though it has a chance of backfiring on you, you could turn them into eBay for selling an item listed there outside the auction, which I think is a no-no to the PTB.
