ItemID 1686289233 with title "Vintage POLO American Flag USA Fleece Hat/Cap" had a close bid of $66.00, while the reserve price was $99.99 This means the item did not sell, so no post sale keys may be displayed.

There is a glitch in your system. I removed the reserve a day or so before the auction closed. Apparently AW is unable to detect such changes that eBay now allows.
Are there any other revisions to auctions that I should be aware of that will cause problems with AW Post Sale Management?
I guess the bright side is that I won't get charged a final value fee by AW. Will I?

Hi jsbrock,
You launched the item through AW. This means that you filled all the information here, and let AW pass it to eBay. Afterwards, you changed something directly at eBay, so AW was not aware of the change.
Post sale management is intended to help you manage successfully closed listings (i.e. items that have a valid winner). Decreasing the starting bid may also lead to this error if the winning bid would be less the initial starting one. Changing the quantity (turning a regular auction into a Dutch one) may also have unexpected results on our side.

Hey jsbrock!
Maybe try deleting the item from your closed list (since it's useless there anyway without the PSM keys). Then track it back in. Perhaps this new connection between eBay and AW will catch the changes then and you'll get your PSM keys?
