I've been buying/selling on eBay for about 6 months now and I've ran into my first problem. I bought an item on 8/28, paid for it via PayPal on 8/29 and I still have not received it. I have email the seller 4 times and haven't got a reply. I found out yesterday that the seller is no longer register with eBay! So I was looking at Safe Harbor to see if something could be done but I noticed that the bid price had to be more than $20 for them to handle this. My item was $17. Am I screwed or what?

Any advice out there?

teresat...do you have the contact address for the Seller? You can always file a report with their local police department.

Since you paid using Paypal I would contact your visa/mastercard co. and fill out the forms necessary to file a protest and take the item off of your charge card.

You can call 1-800-275-8777 and request a Mail Fraud form. Fill it out, and send it in.

An additional option is to file a fraud report with the Internet Fraud Center at https://www.ifccfbi.gov/complaint/default.asp

You can file a fraud report at the National Fraud Center at http://www.fraud.org/

The fraud report and insurance claim are two separate things at eBay; you don't qualify for the insurance because of the price, but you should file a fraud report so it is in their records.

You can call 1-800-275-8777 and request a Mail Fraud form.

A definitive category which the USPS will not investigate: fraud which made no use of the US Mail.
