Front Page Express (a scaled down version of Front Page) is available free from Microsoft. If you are familiar with Microsoft Word, it's a great way to get started.

front Page 2.0 comes with Windows '98. It is on the Windows '98 disk if it is not installed on your computer.

To paste HTML into a document in FP Express, click on the HTML tab first.

I use Page Composer which is part of the Netscape Communicator suite - all free.
And as an aside, "shareware" is not free - it's a try it before you buy it arrangement.

I use 'Composer' that comes built into Netscape Communicator. Just click the button on the bottom right and it takes you into the composer or html mode. Does a lot of fancy things easily, including tables. You can also publish directly to the net with this program. Only thing you really have to watch is that your images have the http tags to load images from the server rather than from your computer hard drive files.

1 st page 2000 is a full fledged editor with several levels of use from raw novice to expert.
And the very best part aside from letting you grow in skills with it, is that it ISN'T WYSIWYG, and therefore doesn't throw extraneous code like FP, is the price.

I do all my websites in AOLpress it is totally free and a great little program for basic html and a little beyond. You can download it at the zdnet site and it is very easy

here is the way around not being able to copy and paste in Front Page Express. When you are viewing the html code, do a 'ctrl a' to select all. All the code will become highlighted. The do a 'ctrl c' to copy it all. It will then be on your clip board and ready to paste. I do it all the time, it works great.
If there's a will, there's a way!
