I made a purchase and paid 7.70 postage and 1.50 for "safe bubble wrap packing". The item arrived broken. The wrapping was anything but "safe". She used 1 thin layer of bubble wrap and newspaper. I notified her and she hasn't responded. Should I just leave it alone?

You don't appear to feel you got what you paid for. I'd leave a negative for crappy packing and ask for a refund for the broken item AND the shipping and the special fee.
FYI, $1.50 will buy 10-20 feet of 12" wide bubblewrap, so I guess you were short-changed on the quantity of wrap by several feet.

If infact this seller charged you extra for 'safe' packing, I would say they are idiots morons and the low-lifes of Ebay and it would not surprise me if the item left their place broken. *******
Not only would I NEG them ,,....but would add the info on 'extra charge' within my feedback comments.
No 2nd chances on this person.

I would request a full refund before I left the seller a negative. I doubt they would be willing to work with you if you slapped them with a neg before you asked (nicely) for a refund. If they don't cooperate, then leave a glaring neg!
edited to ask: How long has it been since you notified the seller of the damage?

No insurance. I just assumed, I guess-due to the wording, that it would arrive safe. I notified them yesterday afternoon. In the last feedback for this seller, a buyer had also bought a mold and it too arrived broken.

I was not satisfied with an item after it arrived and I was sure they would not give me a refund. I sent them an email stating why I was disatisfied, not knowing they would offer to refund my money, but they did.
Except for the shipping, but was a high priced item.
Leave an email stating what happened and what you have observed, this wrapping with an extra charge of $1.50, and see what they say.

And that "wording" will get you the value of the ether it came in on - zip. My "BS alarm" went off as soon as I saw the "pay more for safe packing" text. Or was that the "handling" portion of the shipping? In any case, you should've insured. I sure hope the item wasn't too valuable. What a way to learn a lesson. I'm sorry you had to go through this, but...
In future: INSIST on insurance if the item is breakable. No reputable seller will refuse.

See how the seller responds to your email. You may be able to end up with a reasonable solution such as a refund.
$1.50 extra for "safe packing" shouldn't be necessary, and to have it packed poorly after paying extra would really tick me off. If you hadn't paid the $1.50, would the seller have just shoved it in a paper bag and mailed it? Safe transit should be part of the deal.

When you think about it...what's the implication here? If you're required to pay more for safe packing...what's the norm? UNsafe packing? Sucky.
Give them a polite, delicately implied threat. Allow them to save face...so you'll get your money back. That is what you want, right?

I finally heard from the seller. She said that she also rec a borken order in the mail so she knows how I feel, but since I didn't get insurance-too bad. She also "explained" how to use elmer's glue

Did you politely ask what she used the $1.50 for since you didn't get "safe packing"? What a crock this is, insurance or no I would neg her. Even if you had bought insurance, the PO wouldn't pay out on a poorly wrapped item. She needs to be aware of that fact.
Edited to add, why don't you invite the seller here. Let her know the transaction is being discussed, with her identity hidden of course, and invite her to share her side. It sounds to me like an old friend of ours is selling again...

I agree, if the packing was substandard the USPS isn't going to pay out on an insurance claim, and I should've said that in my original post.
