They have yet to complete a transaction (or get feedback) yet they registered over thirty days ago... Maybe they have just been lurking for just the item you have to offer!

I think you only have the sunglasses for the first month after registering, and it's not related to how much feedback you have.

Also, I think I recall (but am not completely sure), that if you register with your email address as your name, you do not get the sunglasses at all....

This is from ebay's help pages on "shades"...
Administration : User IDs : What does the "Shades" icon mean?
Whenever a member chooses a User ID, whether or not they are new to eBay, the shades icon will appear next to their User ID. The shades icon behind a User ID signifies that the member has changed his/her User ID within the last 30 days. This icon will appear after a User ID for 30 days following a successful change in User ID.
A new member will also receive the shades icon if they selected a User ID, or placed their email address in the User ID field upon registering with eBay. Please remember, having the shades icon next to a User ID is not a negative distinction. The shades icon merely signifies that a User ID was either chosen for the first time or changed within the past 30 days.
Clicking on the "shades" icon next to a member's User ID, or the User ID itself, will reveal that member's email address and User ID history at eBay.

I have an ID that I reqistered because I was going to sell a second line of things unrelated to my normal items but I have not had time and money to get into it so that ID has no glasses but 0 feedback. I still hope to use it.
