The way I've always seen it done is that someone goes to the moderator's corner, says they want to change their name. Then they register a new name, emailing or somehow letting the moderators know what that name is, then the moderators suspend the posting privileges of the first name...if you post in the Moderator's Corner, I bet you could get it done quite quickly.
