If Ebay/Safe Harbor ends your auction for any reason, including wrong category - questionable merchandise - etc. they refund all fees paid.
If you voluntarily end it yourself, nothing is refunded.

If you end your auction early and then write to ebay and ask them for credit for that auction they will credit all fees you paid for listing that item. I've done it myself and have never had a problem. Including featured fees. (Which I listed by accident, by the way).

Think they'd refund all fees if I cancelled this auction since it's not getting as many bids as I would have liked...although when telling eBay, that wouldn't have to be my exact reason.

They will credit your listing fees if you ended the auction early (like, within a few hours of starting the auction) because you made a mistake that couldn't be fixed by revising it. They won't credit your listing fees if you end it because you didn't get high enough bids, or because you decided you didn't want to sell it after all.
