Can someone explain what this feature is for? I changed my user ID to try to evade a competitor who has being getting my auctions pulled by eBay (they are 100% legal, SafeHarbour are idiots and they don't really "investigate", but that's another story). Now when I search using my old ID, up comes my new ID with all my auctions listed, free for more interference
So, what's the point? And, are there any workable other ways I can get this person off my back short of going to Yahoo?

When you change your ID, your old one will still pull up your listings for 30 days, the same period of time you have shades.
Your listings can also be pulled up forever using your email address instead of your ID.
The only way to completely disassociate yourself from the old ID without waiting 30 days is to start over with a fresh ID which uses a different email address. If you do that, keep in mind that your competitor can probably still figure out it's you because of what you sell, or the style of your listings, or some other clue.

Out of curiosity, did you use a different Email address? It seems I remember reading once that you appear as brand new only if you use a totally different address, and of course, a different Credit Card. Maybe I was mistaken.

RB, to answer your question, this feature is so that a buyer can continue to follow a seller if he changes his name. This is to allows for feedback following a sale, or to contact the seller following a sale. Unfortunately, it's doing exactly what you don't want.
