It's really difficult to come up with a concrete time and day that will be best to list your auctions. Each category seems to have its own high/low times. However, here are some things to keep in mind when scheduling your auctions:
1) Remember to make your time convenient for both the east coast and west coast bidders. I launch most of my auctions at 6:00 PST. In my mind, this gives my west coast bidders a chance to bid right after work, and gives my east coast bidders a chance to bid before going to sleep.
2) Try to schedule your auctions so that they get a full weekend worth of coverage. Lots of people use the weekend to place their bids.
3) List the auctions when you have the free time... but use the AuctionWatch Auction Manager to schedule your auctions for a better time. That way, you can list your auctions late at night but still get good exposure for them!
4) Use the AuctionWatch counters to determine when you are getting the most hits on your items. If you consistently get more hits on wednesday than any other day... you probably want to end your items on wednesday evening.

If many of your items qualify as good candidates for Buy It Now, then it doesn't matter when you list them. Buyers can snap them up when it's convenient for them.
Also, right now I have many auctions that I've not put a BIN price on because they are older, more collectible items. However, I'm still getting bids like crazy regardless of the time of day I listed them.
So I think that time of day is more relevant if you list items that are more common without a BIN price. Just my opinion based on my experiences.

Generally, I like to list on a Thursday evening and run a 10 day auction (even with the .10 cent premium) so that the auction will end on a Sunday evening.
