If you want DC on first class mail, it is called "return reciept with signature" and it costs more than $.40 to do.
You have to send Priority, Parcel Post, or Media Mail to get the scannable sticker.

I hope someone can clarify further. The document I received from the USPS says Delivery Confirmation is $0.40 for Priority Mail and $0.50 for Package Services. What is considered "pacakge services"?

Standard mail is Parcel post
Delivery comformation is not avalable for frist class mail only parcel post express and priority.
a return receipt before the incress last year cost me I think .85 or .95 on frist class mail for a return check I sent out. http://www.Dman-N-Company.com

There isnt usually much difference 3 to 5 day for delivery for most mail.
The big different is the ease in handleing frist class mail which is mostly envelope as where parcel post is standard package handleing much of it far bulkier then envelopes.

If you're looking for a less expensive form of proof of shipping for First Class than Registered Mail, but don't require proof of delivery, ask for a Certificate of Mailing. This costs about $.60 for First Class (possibly more, with the rate increase). It's not scannable or trackable, but is an official USPS verification that you mailed an item to the address shown on the COM.
