OK, I must be slow on this, because I never list on Ebay motors. But I'm doing this auciton right now with a Starting bid of $5.00 and a Reserve Price of $250.00.

The fee box says:

Insertion Fee $3.30
Reserve auction $1.00
Total $4.30

Shouldn't that be the other way around?

On a reserve auction, the insertion fee is based on your reserve price, not your starting bid price. Then, the $1 reserve fee is added on top of that.

Edited to add:
Here's the ebay source page. If your reserve is met, you get back the $1 reserve fee.

Minimum Bid, Opening Value or Reserve Price Insertion Fee
$0.01 - $9.99 $0.30
$10.00 - $24.99 $0.55
$25.00 - $49.99 $1.10
$50.00 - 199.99 $2.20
$200.00 and up $3.30

In a reserve price auction, the insertion fee is based on the reserve, not the starting bid.
