I purchased an item on ebay, paid and received it. As soon as I unpacked it, realized it was a mismatched set, and let the seller know. Seller I am sure did not realize item was not right, and was quite gracious about the return, left positive FB, and returned my payment (even offered to pay for the return postage).
Today I get a notice about the item from safeharbor:
"...has contacted eBay. We've been told that you have decided not to purchase this item..."
I don't mind if this is giving them back their fees, but is this going on my "permanent record"?

The seller can still get his FVF back however he/she shouldn't have chosen this reason from the list! I'm fairly certain that there is an option like 'buyer & seller agreed not to complete transaction' or something similar.
What this seller has done will place a mark against you. In the e-mail from Ebay there should be info on appealing the warning. I would do this and forward all e-mails from the transaction to the e-mail address they supply.

This is a nutral comment, as the only neg is NPB Now paying bidder, the last CM was out of line, the verbage is from ebay to make certain , that it was a no sale! Ed

In other words, your seller filed for FVF refund & checked the box "seller & buyer mutually agreed not to complete sale." THIS ONE does NOT count against you! And the seller gets an INSTANT REFUND!
I KNOW because I just did this with one of my buyers - he DOUBLE BIN'ed me!
