Yes, customers can search for the old user name, and the new user names shows up. You can also get the history of the account by following the instructions in the screen. All your feedback follows you to the new user name.
I just did the search of a user name that was changed about 6 months ago, and obtained the above results.
However, there are some planned changes that eBay is planning to implement, I do not think they were tinker with this feature.
