The high bidder did not buy the item (for whatever reason, I won't even get into that one!), and I contacted the second highest bidder who agreed to buy it at about 90% of the original price it sold for. I have filed a NPB for the high bidder, but should I request a FVF? (When I say should, I mean what would Ebay expect me to do?).
Hypothetically, what if I had already requested the FVF and then contacted the second highest bidder?
I appreciate any help anyone can offer, thanks for your time.

Yes, you file for your FVF. If the second highest bidder paid you, then you request a fee return for the difference between the highest bidder and second highest bidder.

For example:
Highest bidder bid $300.00
Second highest bidder bid $290.00

You request a fee credit of $10.00 from eBay.

There is an option during FVF process to indicate you received partial payment of high bid.
