I need a little help..i was under the idea that a bidder has 10 days to send the money.. i have a bidder who is saying were does ebay say this..I CAN NOT FIND IT HELP!!!

Actually the bidder may have up to 45 days to send the money before a seller can apply for FVF refund.
10 day payment is an individual seller's terms of sale [TOS] and should be listed in the item description. Some sellers state as little as 5 days for payment.
If you did not state this in the auction, then the term is "open", and subject to any "reasonable" time period.

The bidder has as much time as you allow them; however, you must allow a MINIMUM of 10 days after a Non Paying Bidder (NPB) alert is filed before you can file for return of your Final Value Fees (FVF).
Some people put in their TOS (Terms of Service) that customers must pay within 10 days of the end of auction. That is the seller's own terms, not eBay's.
eBay does NOT specify when a buyer must pay, but does specify a maximum time limit for the seller to be able to file for their FVF, and that is 60 days. I *believe* it is 45 days to file for NPB, but it may be 50 (you will want to check this out on eBay's NPB information page. )

Actually... ebay says seller's should contact winning bidders within 3 days http://pages.ebay.com/help/sellerguide/after-whatnow.html ... and that the winning bidder should do the same http://pages.ebay.com/help/buyerguide/after-whatnow.html].
If you're going to tell us something you 'looked up' how about you give us a reference as well?
