I don't understand,, how can a nonregistered user even bid on items? Almost all my Deadbeats are in this catagory! Now I can't even leave Negative feedback cuz ebay is saying 'they either could request Not to be REGISTERED or have been suspended'.... this person has a rating of 9.. but they won't let me leave Neg feedback..... I don't get it... I can go and join Ebay and request Not to be a REGISTERED user and be a deadbeat and never worry about Neg feedback? Am I understanding this correctly? This is twice I have tried to leave Neg feedback on a Non-registered deadbeat and ebay won't let me!! Enlighten me..Please!!(Time frame does not help) got to wait to send Bidder Alert,, then wait again to request final fee and Zap.... they're gone!!

Timing is everything. Say the bidder on your auction already has had two FVF's filed by sellers - s/he's still registered when s/he bids on your auction.
In the meantime, you or another seller file the 3rd FVF request thereby getting this person NARU'd.
