I am confused about the following: When I have a no-pay bidder I then can get my refund for the final
percentage that was taken, right.
But, here's the area where I am confused.
Then can I relist the item and if it sells will I be able to get my second listing fee refunded?

Why would ebay want to do that? Rermember, that's how they make money. Off of deadbeat bidders. All at the expense of us sellers. Sure one or two auctions doesn't matter, but add up the hundreds of thousands of auctions that end like this and we're talking big bucks. I've asked ebay in the past about this as to why they don't offer the relist credit, and didn't get much of an answer. Only seems fair, but I guess ebay doesn't want to sacrifice $1000's just to do the morally correct thing.

If you file an NPB which leaves to an FVF, you get your FVF back. You can relist the item but you don't get the listing fee back if it sells.

Odd that ebay doesn't consider the sale to have been made based on giving back the FVF but do consider it made based on not giving a credit on the relist.
