I think this contraption has to do with putting a ring on a canning jar, but I am not positive. On the metal part is has: Appli-caster, Minock Mfg. Co. Denver, Co.

I've been looking for the answer to this on and off for many months, just right after I posted my question, I found the answer. It is NOT for canning, it is a livestock tool for castration. ouch!

Uh but you don't want to know what the rubber bands are for...let's just say you don't snip "raw" - takes all the joy out if that lambchop don't it?

The rubber bands are to go above the testicles and cut off the blood supply and you don't even have to cut anything off if you don't want to after the rubber band is in place - they fall off pretty quick after the blood can't get to them.
