I would recommend GLOBAL PRIORITY. Double check what the PO told you .. they often get it WRONG here when it comes to that method of shipping.
I go to USPS.GOV and enter the info myself. Then you can print it out and if you have to, take it to the PO.
It might seem like a lot but I've shipped magazines & brochures to Europe and while it's a lot more than it would cost in the U.S., it's not surprising for European delivery.
