With the latest fee increase, I figured it was time to decrease my PayPal support and switch to a personal account. I emailed them and I thought this was rather interesting in their response.
<b>Please keep in mind that in order to reserve Personal accounts for individual use, we require all users doing business
online to have Business or Premier accounts.</b>
So this means if you sell regularly, regardless of volume, they insist on getting their pound of flesh.
Maybe it's time to ditch them completely!

With fees goiong up again, and my not "qualifying" for a merchant account, I am going to have to reqretfully cancel my account too. I like PayPal and general, but I cannot afford the fees. I am going to have to switch to C2it.

Before you go to C2it be sure to read the entire contract. I make no judgements for others, but I found it unacceptable for my purposes.

I don't think having a customer pay .50 or more directly out of pocket to C2it to pay online is going to engender their business.
Sellers with no history of chargebacks should not be paying for those who have them.
And big sellers should not get pref treatment. Small sellers need the opportunity to become big. Us little guys with under $15 sale items are getting squeezed out.

I simply can not believe how often Paypal is raising fees to do business. I've gone with it to date, but what is next? When is the next fee hike, this is really annoying!

exactly my sentiments. i have enough sales under $15 for me to have found a way to handle that, but with this new rate hike, i can't afford to continue offering paypal. not at all happy about it, because i could have, and would have, continued otherwise.

As a seller of 5 years I have never and will never accept paypal. When they started charging sellers changing their "free" status sellers should have left them in mass. Now they will continue raising fees. So many sellers tell me they cant sell without paypal, but thats the problem. I accept checks and money orders and bidpay. hasnt hurt my sales at all. In my opinion feedback is more important than paypal. Remember folks they need you, you dont need them.
But you say in your email about a fee hike that I do not qualify
because I am not verified.
I am objecting to the raising of fees AGAIN. You are killing the Sellers who have a lot
of lower priced items to sell - by the time we subtract hikes in Postage, hikes in eBay fees, and now another hike in your fees, we make NO profit.
Also - I have had your logo in my auctions for a lonnnng time, and and I also provide a direct link to my PP account on my End of Auction email invoice. I have had MANY customers sign up with you because of this. I HAVE NEVER RECEIVED A $5.0O BONUS AS YOU PROMISED AND MY BUYERS HAVE DONE ALL THE RIGHT MOVES FOR ME TO GET THIS BONUS!
I am requesting that either you "QUALIFY" my status and check into the BONUS problem or that you remove your PP logo from all of my
eBay auctions - you are not playing fair - do you realize how much money you are losing from your Mom & Pop sellers? Check out the eBay Forum on Auction Watch and see what they are saying!
I thought maybe PayPal was not infected with GREED like some of the other online companies.

Paypal has so many requirements to get the $5.00 referral fee that I took the banner off of my auctions that said to sign up and get the $5.00 free because I felt it was VERy misleading. I have 6 or so "pending" referrals that I will never get since they require new users to transfer $250.00 into their account and sign up for the money market in order to get their $5.00 and my referral bonus. I have never seen an affiliate program with so many restrictions as paypal to get the bonus.
Now with this new increase, *sigh* Most of my sales are under $15.00, now I will have to pay more. I too, don't have over $1,000 in sales go through paypal each month. I guess its time to start looking into a merchant account.

I think we need to chip in and get hearing aids for the PayPal staff. I sent them an email telling them about how much less my commercial account charges me than they do and all they did was sent me a cutesy little email reiterating all the new rules/rates. What a bunch of dodos. Sound like they just don't care - what's new?!?!?!?! I'm leaving July 13th (I hope it's a Friday . . . .)

God help me for defending PayPay, but there is truth in the canned comment you received.
PayPay does offer some interesting features that the others do not. Their new shopping cart feature is actually rather well implemented and no extra charge. Of particular interest to me is the seller protection. There is not any competing payment product today that offers a similar service.
Billpoint in particular certainly does not offer you any sort of "protection" from a chargeback. Not only do they immediately zap the money out but they ding you an extra $10 for their time and trouble! And of course, any sort of traditional merchant account does not offer any kind of protection policy.
Back when PayPal was a few people working in a loft somewhere, they probably could make money off the float. Now they have costs like seller protection, millions of CC trans every day, hundreds of people working in their call center, folks like PayPalDamon who I hope they pay a fortune to listen to all of our crap on this board, and on and on. These costs have to be covered. And, PayPal has to make money too otherwise why do it at all.
It's getting to be sort of like the american express card. If you are using the services, then it is worth the fee. If you are not using the services (seller protection, paypal shopping cart, paypal debit card, etc.) then it is not worth the fee. Simple as that.

After some thought I went and changed all my auctions. No more mention of PayPal on eBay.
And I did change to a personal account. If someone decides to pay me with PayPal, that should not be a problem as my volume will be near zero as it won't be mentioned anymore.
