edited to add...boy, is eBay's help system sure convoluted!
edited to add....try the Rules and Safety page and select "member violations, questionable bidding, bidder is, bidding on my auctions and don't want them....

Well, we can only block an id. Nothing stops a user from getting ANOTHER id and the messing with you. So I assume the SH link is for reporting the USER (person) not just a single ID.
