Quote from eBay help page:
------------
How can I cancel an unwanted bid?

Sellers may cancel bids if they have good reason to. Our bid cancellation page shows you how and gives a few examples of valid reasons.

If you do not want to deal with a particular bidder, email the bidder involved and clearly state why you will not accept bids from him or her in the future. After you have done this, go to your item page and click on the bidding history link. Scroll down and click on the cancellation link and follow the instructions provided. If this unwanted bidder bids again on your item, please Contact Rules & Safety

-----------------

I know this doesn't precisely answer your question...

edited to add...boy, is eBay's help system sure convoluted!

edited to add....try the Rules and Safety page and select "member violations, questionable bidding, bidder is, bidding on my auctions and don't want them....
Jeez Louise! ...

Well, we can only block an id. Nothing stops a user from getting ANOTHER id and the messing with you. So I assume the SH link is for reporting the USER (person) not just a single ID.
