Not for myself, but for a friend who is a new seller on eBay. I've tried to help her, but I'm on a Mac, she's on a PC and I just don't understand the ins and outs of that platform.
She says she has her photos filed on her "C" Drive, and uses the "Browse" Button on the eBay listing page to locate them. The .jpg images show up in the bar on the listing page, just as she has named them, however when she goes to preview the listing, the photo isn't there.
Any ideas or suggestions that might help? We sure would appreciate them.

The photos have to be uploaded from her hard drive to a picture hosting site.
www.pair.com charges $4.95 a month for 50 MB of space. Used in conjunction with the file transfer program of WS_FTP LE, you will have what to need to include pictures with your auctions.

I was under the impression, that using eBay's picture hosting on the listing page, one could upload the pictures directly off of their hard drive to their eBay listing.
I can do that from my Mac. I just tell it where my photo is filed on my hard drive and it shows up in my listing perfectly.

fascinations, you are correct.
It sounds like your friend is skipping a step somewhere - you browse to locate the jpg then you have to click another thing so it will upload to ebay.

capotasto - I went through the steps again on my Mac and all I had to do was click the "Browse" button, show it where to go on my hard drive to get the photo and it showed up fine.
Would it work differently on the PC?
