Is there a quick and simple way to contact eBay concerning a really BAD bidder? Since August 23rd he has won 46 bids and I don't believe he has followed through on any of them.

Uh, even if the sellers filed NPBs a few days after the bidding (8/23 according to your post), there's barely been enough time to meet the formal ebay waiting time. A bit premature yet.
If this bidder doesn't respond, the best the sellers can do is file for NPB. That will get them tossed off the quickest.
Contact Safe Harbor. They have a policy that they follow and basically, they'll get NARU'd for three FVF Complaints or a feedback profile of -5. GET your FVF request in they system!
I'd suggest requesting the bidders contact info and trying to call them. If you can substantiate that the phone number is bogus, safeharbor will check it and NARU the bidder until it is fixed. It MAY get their attention.
If they really don't intend to follow through on their bidding, the phone number is probably wrong...
