I have contacted the second highest bidder on one of my auctions because the winner decided she bid beyond her means. Anyhow, I used the contact a member link through ebay and offered the item to the second highest bidder at their bid price.

I'm assuming this is allowed?

I received a copy of the email that was sent and it mentioned to beware of spam and outside sales.

So I'm wondering if I was even suppose to proceed this way? From the warnings that were included in the email it would appear that I'm trying to conduct an outside sale. ?

Actually, you are not allowed to offer anything, outside of Ebay. Selling AFTER auction closes is considered "outside" of Ebay.
If the second-highest bidder were to play by the rules, (and some do), he/she could turn you over to Safe Harbour, and you could get suspended.

The original poster is not trying to make an off-site sale! You are allowed to contact the second high bidder if the first high bidder refuses to complete the sale.

By all means, this is perfectly legal.
Ebay does not care as long as they get their
$$$$$

Winning Bidder's bid=100.00
The Seller pays listing and FVF fees.

Second bidder bid's $95.00
Seller pays listing and FVF fees

There is an option on ebay to file for a partail FVF refund because you sold the item to another bidder at a lower cost. You would get a refund on the FVF for the difference ($5.00) between $100 and $95.

Here is the big NO NO!!!
Ebay will get very mad if you file for a
FULL FVF fee for the auction

AND still sell to the second-highest bidder.

Why? Ebay will not get $$$ on this sale
that took place. As long as you only file for a partial FVF fee, they still earn money!!!'

Sometimes I feel that all ebay cares about
is $$$$

Does anyone else feel this way?

it is a publicly traded corporation. Thatis all they do care about - and should.

Thanks for your insights.

The second highest bidder would like to purchase the item. Now my understanding is that I file a fee adjustment for the actual selling price. Will I also be able to exchanange feedback with this second highest bidder?

NO FEED BACK. JUST BE HAPPY YOU WERE ABLE TO SELL TO THE RUNNER UP AND FORGET ALL THE RE IMBURSEMENTS.
