Firstly many thanks for the many emails you have sent in support of my previous message, the response was constructive, one thing that stood out was that the general feeling was that there should be a 4-6 week period from when a auction ends to when Negative Feedback can be left. May'be if enough people emailed the staff at Ebay with constructive suggestions instead of moaning things would be sorted out. As for myself I feel that Ebay is one of the best and they do support us, but they need feedback from us also to improve the system.
I live in England and fully expect items to take up to 4 weeks delivery, I try to work with the Seller/Buyer so that we are both kept well informed if there is a delay in either sending payment or shipping an item.
Most negative feedback is left by Newcomers who are nervous and tend to forget that other elements can delay a transaction from going smoothly. Non of us are perfect and we can forget sometimes that we have forgotten to send the payment/item, all it takes is an email to reassure the other party.
