I have a buyer that I can tell will be trouble, from the emails they have sent. I want to prevent them from being able to bid on my items. Is that possible?

Yes, go here & add their user ID to your Blocked Bidder list.

Gee, if you list your auctions directly on ebay they tell you right there on their page how to do it.

Or if you look over their site map occasionally it lists Bidder Management.

OTOH I guess it's easier to come here and jsut ask....

Or, if you look at the seller tools on your Myebay page, there are all sorts of links there.
