How do I do a chargeback? I have received an item that failed to match the quality described. I want to return it as soon as I can.
How do I get my money back??
I called Paypal and they have to start an investigation which could take like 30 days.
Not acceptable!!
This is surely some guy trying to sell his junk to others.
I have already contacted him and still no responce.

Whoa...slow down and explain what the problem is with the item and when did you contact the seller? Have you given them time to respond? What about the deals smacks of fraud and not possible human error? How is the sellers feedback? Did they leave any for you yet? What kind of feedback have they left others?

Slow down. A chargeback is a LAST resort. If you ordered something from a catalog, you'd try to resolve it with them first. Same applies here. Most sellers are reasonable. State your case calmly. Threats tend to get people's back up.
And don't forget, in order to do a chargeback your bank will want proof or an affidavit that you've tried to resolve the problem yourself. And just as a tip should you need to actually do a chargeback, send the stuff back with return receipt requested. It's much easier for a bank to do a chargeback for "non-receipt of credit" and make it stick than using the reason "not as described".
