If I were to file a complaint to a state insurance commissioner's office about Ebay's insurance company (I believe they use Lloyd's of London) would I file it in my state or Ebay's home state or where the insurance agency resides? If I need to file based on Ebay, what state would I file in? Thanks!

it may just be an oversight on ebay not to respond to your email,or technical snafu that your email is lost,or your isp did not deliver your incoming email.
try ebay again.
it could be mail delivery problem too.

I have sent 4 emails and made 1 phone call over the course of 12 days and gotten no response to any of them. I am just getting prepared to take the next step.
