Is there a time limit on when feedback can be left?

Once a Non Paying Bidder has been filed can the buyer leave feedback?

Time Limit? As long as the auction is still on ebay's server, feedback can be left. This means that it can be left after 90 days in some cases. No firm time limit.

Can NPB leave feedback? YES (unfortunately)

I am not sure how long that feedback can be left, but I did receive a retalitory neg from a guy nearly 4 months after I had left one for the deadbeat. There maybe no time limit as long as they can get the auction number which will be listed in their own feedback. But if the guy is a deadbeat, neg him/her after you file for your Final Value Fee Credit. I sometimes get people to pay after filing the non-bidder alert. Don't worry about a relaliation thing. It has only happened to me twice and I have probably left 50 negs to deadbeats.
Good luck to you,
bp
