What type of costs are you referring to?
The cost of a domain name is as much as someone is willing to pay you for it. They vary in cost and depend on the strength of the name. Some you can't give away, others are worth in the millions of dollars. It's arbitrary.
If you are referring to the costs in transfering a name from one host to another, it varies. I just moved our URL to Yahoo! and it cost me $10.00.
