Have you noticed more people are being NARUed?

Is the Ebay monitoring more closely their stuff?

I noticed yesterday that my brother is NARU. I haven't asked him about it but plan to the next time I see him. He's been working a lot and hasn't been bidding so I am not sure why this happened. Perhaps he just requested it himself.
