I'm doing business with an International Verified Business account, and the payment type is "Instant".

From the payment type, can you tell if the source of the payment is from a balance in paypal account, credit card, or etc.?

I went over to PayPal to try and check for you and what I came up with is. Do you use a WBN from PayPal? If you do that is considered an instant payment. i.e. In my checkout I say if you want to pay instantly with paypal click the logo at the end of the auction page. That is what they mean about instant. I hope you understand. Now I know nothing about the credit card bit because I never pay by credit card only by funds left in my PayPal account. I don't know if they charge you any more or less if they pay with credit card or out of their funds. Someone here with more knowledge about that will help you I am sure.

instant means that they paid with either paypal balance or credit card. when you pay with a check it will come up as echeck pending. instant just means youre not waiting for anything to clear.

i think. most of my payments i receive are instant and have had a few use an e-check.

as for being safe i really dont think any transaction thru paypal is entirely safe unless you use dc when shipping.

This is true for most, however usa to canada and vise versa does come under paypals seller protection program if one ships with D.C. for whatever that is worth.

The buyer told me that the payment was from his paypal's account. I'm not sure if he is telling the truth or not.

He is from Israel.

I emailed Paypal for more information about International Verified Business Account, and Payment Type. I'm not sure if it is easy to obtain this account.

If the source is from his paypal's account, he cannot do a chargeback once the item is shipped, right?

He is from Israel.

If there is no CC involved then they can not do a chargeback.

Thats not to say that they can not whine to P.P. and claim they never got their stuff unless you ship with D.C. tracking.

No reason that they can not pay you via bidpay money order or a international postal M.O. if you are worried about it.

Let me ask Paypal about the source of this transaction payment. If it is from buyer's paypal account (not credit card), I will ship it via UPS/FedEx with tracking number and everything. Plus I will not keep the money in my Paypal account.

He is from Israel.

What is he buying? How much is it worth? What does the buyer's feedback and buying/bidding history look like?

If we are talking $20 worth of tupperware I don't see the problem, if we are talking $1500 laptop then there may be a problem. I really like PayPal but I'm not about to offer it to all international bidders for all purchases for obvious reasons.

Israel is a high fraud area.

I guess I cannot use Paypal on this transaction. Too risky.

Have them pay you through BidPay. They pay all the charges. He uses BidPay as a middle man and they bidpay pays you. Very Easy.

bidpay will cost him 5.00 but once you get the money order, you are home free.
by the way, israeli customs open every package and examine everything in side,so it could take longer for him to receive his item, make sure he is aware of it.
dunno if israel is high fraud cc country, but the first 4 digit of his credit card is the card issuer number,if it is a usa bank account, then it could be a stolen cc.

stopwhining bidpay will cost him 5.00

Not necessarily. BidPay fees could run anywhere from $2.95 to $20.75, it depends on the amount of the transaction. A $99.00 transaction costs $5.00, a $101.00 transaction costs $7.27. How much money are we talking here? I'm not sure what amount is involved here. BidPay's maximum is $700.00.

I do agree that BidPay is ideal for international transactions from the seller's aspect.
