Yikes!!What would you do? Bid on nine items will not respond. Sent 8 e-mail and report to e-bay non paying bidder alert. I am afraid of retaliation if I leave 9 negatives!

I wouldn't post all 9 negs at once. Start off with one.. saying "Bid on 9 auctions, non-payer on all. Won't respond to emails." I'm sure that won't fit, but you get the idea. Save the other 8 negs, you never know what this buyer may do.. leave you 9 negs, actually pay (haahahahha).

If the buyer deserves a neg, he gets a neg for each item he bid on, no matter of the chance of retaliation, in my opinion.

Just be sure you file 9 NPBs and FVF credits.
Which begs the question: For the "1-2-3 and you're out" count, does it have to be from different sellers?
If any three will get him NARUd, file for three, and when he comes back file for three more...you get the picture.
Probably wouldn't work because of the time frame involved. If there is anything eBay is absolutely quick about, it's to end our privilege to recoup our fees. It's much easier to go over that deadline than one would think...especially when one strings you along for awhile.
Like the one I've got right now who has mailed his money order payment (for a 9.95 item) "registerd priority mail" - not only once, but twice! I still don't have it, of course, and he says the post office "isn't any help".
Yeah, right. They have a special person on the payroll whose sole purpose is to destroy those "registerd priority" envelopes addressed to me with those money orders inside. I figure this 9.95-plus-shipping item has cost him about $40.-50.00 by now.

Looks like he trying to rack up your PayPal fees as a protest for insisting he pay for his merchandise.
Heck with nine items/lines you could write a paragraph negative. Or do it Burma Shave style....

The buyer is paying via Paypal one at a time so as to have the Paypal payment receipts.
It is a new twist that dead beat bidders are doing. The seller doesn't get the full amount so refunds the Paypal payment. However the buyer is left with the receipts. When the buyer is NARUed from three NPBs, the buyer appeals the decision, shows the Paypal email receipts as proof of payment, eBay doesn't investigate past that and the buyer is reinstated.
